The 400kb is only for optimizing the Preview Image of the file. As 400kb loads faster than a Preview Image of 700kb and up-also note that it also says this in the Wiki “we recommend previews no larger”. It’s a recommendation for optimizing the Preview Image itself.
Besides, we never give a rejection based on the Preview Image unless, it don’t display the product properly or in a good manner or, if the Preview Image is bigger than 7000px in height and of course – if the Preview Image is poorly designed and/or not following our guidelines in terms of width (590px).
It’s also in the Wiki, under upload instructions, that the Preview Image should be JPG only as PNG , GIF, etc.. won’t display properly.

It all depends on the nature of the issue at hand as some more complex problems/issues might take a bit longer to investigate, etc. Also, it’s currently the weekend and most of our Support Staff are available in the US which means it’s still in the middle of the night in some states. Due to this it might take a tad longer to receive a reply from Support.
However, as long as it’s a not-so-complicated issue it shouldn’t take more than 1-3 days at tops depending on workload and weekend. Usually it’s 1-2 days but weekends might vary as one would like to spend time with one’s family, etc.
For faster Support one can send a Tweet to @envato_support with the Ticket ID and they will have a look at it asap.

I rejected on the basis that the elements are in vector format, aka. EPS , and these files should be submitted to the Vector category. However, as Vector also has a sub-category for web elements (see this link: http://graphicriver.net/category/vectors/web-elements ) I suggest you submit the pack there instead.
