For a billboard you don’t need 300 dpi, 72 dpi will do fine (Distance viewing), you can even go upto 50 dpi

So here is what you should do,

Convert the feet into inches ie: 8×12 (96 inches) and 10×12 (120 inches)

So go to photoshop now, and create a new document and enter in

96 inches and 120 inches and your resolution should be 72 dpi or 50 dpi.

Since you will be viewing a billboard from a distance, you would not need 300 dpi

You’re absolutely right, but just keep in mind that distance viewing may vary, resulting in different dpi requirements. So anything over a 5 meter distance, 100 dpi will do. When you go beyond 10 meters, then you can simply subtract 5 dpi per meter, allowing you to go as low as 60 dpi and still have a perfect view.

Thanks Dzinc for refining my answer. No wonder you have so many icons below your picture :)

And what about Bleeds ?
Usually, for others print Templates we add a bleeds of 0.125 inch on each side.
Do we adopt the same method in the case of 8×10 Billboard or not?
