The buttons sold on Graphic River are just graphical templates. If you want them on your website you must code them with CSS . You can do this yourself or hire a professional web developer to complete the task.
If you want buttons that are ready to be implemented on your website. I high recommend you go to www.codecanyon.net and find buttons that suit your needs.
If you would have read the item description and information on the right sidebar of the item page, you would see that the buttons come ready with photoshop only.

I’m sorry you feel ripped off but I can assure you that we check everything from the graphicfile up to the documentation. As this is a marketplace for only Graphics and other web elements there’s no requirements for including information on how to put “buttons” or anything else on a website. Besides, if one’s unsure about basic html/css there’s lots and lots of great tutorials out there, more than a few over at NetTuts+ actually.
As xstortionist says, if you’re looking for CSS buttons we recommend that you go to our sister marketplace instead as they will have buttons all coded up in pure CSS3 with various documentations, how vast they are I can’t say as I only review for GraphicRiver.
