I think it depends on the terms of each social media site so you’ll have to go through them if you want to use them for commercial purposes. I am pretty sure most of the sites do not allow commercial use though and so I too am pretty confused as to why there are many items that use them here.
As far I know, Twitter have following rules about using their logo.
“This policy is designed to help you use our brand and assets, including our logo, content and trademarks without having to worry about negotiating a separate agreement with us or talking to our lawyers. If you’d like to make any use of our marks that is not covered by this document, you must contact us at trademarks at twitter.com and include a visual mockup of intended use.”

I’m not a lawyer and haven’t read the terms for every single social media network out there. That said, most appear to allow you to use their icons to be able to build tools, like many that you see here on AD. If you’re unclear on a specific icon, I’d suggest asking the copyright holder.
