So what exactly is the minimum number of icons included in a pack so that this will be considered as a set? I mean can i even upload a single icon? Can it be considered an icon set if it has 2 or 3 icons?

You sure can have a single icon. A set is 3 or more icons. We price upwards though when there are more than 8, 16, 32, 64 icons. Also we price upwards if icons are available in both vector and raster formats (e.g. EPS and PNG ), and of course on the complexity of the illustration.
Can icons be raster? (with no vector file included)

Well…
Prepare Your Files Follow these guidelines:
DO provide as many different versions as possible, such as Vector EPS , PNG, and so on. DO use transparency wherever appropriate DO provide multiple sizes for raster versions such as 48×48px PNGs, 32×32px PNGs and so on. DO provide multiple colour versions DO name the files so they can be easily understood, avoid using numeric names.
I guess it’s not an actual requirement.
OK. I just have some ideas for icons that make more sense to be completely raster. Don’t get me wrong, I love vector, it’s actually my format of choice.
Thanks!
