in my opinion the biggest problem is spacing/padding. Try to work on each section separately rather than on the wholeness.
It looks like a big mess of text and some iconographic elements…. nothing else unfortunately ;(
when I look at your resume, the only thing I am able to see, is just a spill of red ink, it shouldn`t be like that
So…
Feature header sections, improve text and maybe the icons could look much better if smaller
Remember that the aim of every resume is information. It has to be eye-catching and outstanding

Work on the whitespace of the design as a whole; give everything a bit more room to breathe.
Also try and better define the different elements to the design, try to segregate them better.
That’s much better.
I would now work on the margins and alignment of the element as a whole. I have marked appropriate margins in the image below, I would not allow anything in enter the red areas.
