If I buy a background pattern on GraphicRiver, can I use this pattern as a background in my own file which I sell on GraphicRiver?
Please don´t laugh if this question has been asked 1000 times before… 
I think you need an extended license in order to use it in a file for re-sale, but even then I am not 100% positive. I would ask support.

You can’t buy extended license from Add ons – where is the Textures / Fills / Patterns category. Extended licesne was deleted by Envato.

IMO it`s up to the owner of file, so you should simply ask him about the permission. Of course it has to be used as a pattern of something rather than be the crucial part of new item you wanna sell on GR.
