Even simpler for you – This benefit does not justify the administrative cost of inserting it into the Envato Marketplace.
IE: It isn’t worth the time or effort to implement it, even as an option.

I wouldn’t use this license for myself since most of my themes would earn more over time. However, I can understand how it would be good on some of the other marketplaces. Especially areas like AudioJungle or GraphicRiver where there are so many files with only a few purchases.
I did recently have a customer ask if he could get a discount for purchasing multiple items from my portfolio. He wanted to buy 4 HTML templates and wondered if he would get a discount. It got me thinking, why not allow authors to create “Packages” with the prices being set by Envato. Possibly having a 3 pack of WordPress themes that you get 10% off?
Another thought was to give incentives similar to the lower price when using prepaid deposits. If a custom wanted to buy any 3 themes from the same author, they could get a 4th free. For me this would mean that if someone was thinking of buying 1 of my themes, I could make an extra sale (or two) which I’d be very happy to have. Turning a potential a $35 sale into a $105 sale and the customer saves 25% by not paying full price, $140, for all 4 themes.
It could be modified slightly to be a little more catchy, “Any 4 themes from 1 author for $99”, which is almost a 30% discount, but people might take the deal and the individual author becomes the one to benefit. Perhaps even allow buyers to come back within 5 days of a purchase and still get the deal, an “upgrade” of sorts. I know a lot of my customers come back to buy more of my products. This added marketing incentive might just encourage a few more.
- Just another thought… If the themes were $40 each, you could have something like “3 themes from 1 author for $99” and it would still be a great deal.

+1 for all those discount-related deals. These marketplaces are fully lacking such features. And no, the Envato Bundle is not a replacement for them.
