There is no optimal solution for that! I suggest you visit JustHost their plan is very cheap, and they offer some nifty features. I’ve been using their services for the past 2 years and am very pleased!

Your own hosting account would probably be the best option for storing content online. Amazon S3 is a good option as well.
It all kinda depends on what your trying to accomplish.

The public folder of dropbox is good if you’re only dealing with html/css/js.

Free variants are good as well, but you must know that they are not safe. A simple way of putting things, if DropBox close your account, you can’t do anything, but if a hosting service ( a decent one ) does that, you can sue the hell about them!
Your files are much safer!
