Is there a good boilerplate for theme options? I’m currently using underscores.me which has a few options but I know a lot of Wordpress Themes in the marketplace have some amazing option panels. Is there a good boilerplate for these option panels? Or are most people developing these options from scratch?

It may be a good idea to try out the new built in wordpress options page:
http://codex.wordpress.org/Settings_APIThis is probably going to be the way forward as the WP guys introduce more and more features in coming versions.
Although you probably would get more funky options using another options framework.
The Slightly Modded Options Framework seems to be pretty great out of the box. I will download the options tree and see what it offers as well.
