I have an elementary question: how can I active the path, which tool I must select to see it in PSD ?

You can activate the path tool by pressing the “A” key. in your photoshop tools window you will see a black arrow selected (6 tool from bottom to top) . If the arrow you see is white press “A” key again. Then you have to select the path on the layers window (windows/layers) alongside the layers thumbnail.

Now that I’ve found the Path tool ( black arrow), I can click on a layer ( are 3 per arrow), then appear a lots of anchor points and when try to move each of one the arrow is distorted. Do I have top move each anchor point? What I am doing wrong? Can I select a few anchor points?

If you want to move or resize one of the arrows, you don’t have to use the path tool (black arrow) , Just select the group (folder) that contains that arrow and press Ctrl/Command + T to transform it. If you want to us the arrow in another document drag the entire group to your new document.
