To answer your questions, the file contains vector graphics in the form of shape layers, so they are resolution independent – so just re-size from 1024×768 to which ever size and resolution you need without worring about loss of quality. This is also the reason why there are no PNG ’s included – just re-size the PSD in Photoshop to the size you want and save as a PNG .
