For this one I’d recommend an Adobe Illustrator version CS and up because it’s easier to change the colors of each parts etc. However if you’re not familiar with Adobe Illustrator, this item also comes with a layered PSD file, so you can also edit it using Photoshop.

Yes you can edit the colors in Photoshop, but it’s a lot easier to do so with Adobe Illustrator as you can select the area and pick another color.
If you want to edit the colors using Photoshop, the best way to do this is:
1. Select the layer / area that you want to edit the colors by pressing CTRL +left click on the layer thumbnail (make sure the layer is active). 2. Add a new adjustment layer (check the buttons on the bottom of the layer window, look for the only circle icon) and select either ‘hue/saturation’ or ‘color balance’. 3. Edit the colors by dragging the sliders.
Again, it’s more optimal if you use Adobe Illustrator to edit this item, but I hope the above tips help!

Yes I believe you can. However, if you are to release the game publicly, you need to buy the extended license option. I suggest you contact support just to make sure.
