Here is what you need to know in short but please read Help files provided for each set individually because instructions are slightly different:

To load actions in Photoshop or Photoshop Elements just double click: Collage from single image /V2.atn or right click on it and choose Open with > Photoshop or Photoshop Elements.

You must have only one Background layer before running any action, if you have layered image flatten it from Layer > Flatten Image.

To run action click on action name (eg. Create collage 1) in Actions panel (Window > Actions) then click Play button. Follow instructions on screen. Last step is to adjust layer effect or border around each piece. There are 2 effects which you can adjust: Drop Shadow and Inner Glow. Watch on image while dragging sliders and when you are satisfied click OK in Layer Style dialog.

When running Create your collage actions you will be able to adjust position and size of each piece that will be copied from original image. When running actions in Photoshop border will be added automatically immediately after you confirm size and position of selection so you can see your collage in progress. You can change border later.

If you do not like result of created collage run Delete Layers action before running next action. To create several collages and compare them run New from Background action which will create new document from Background layer.
